Yhteinen suorituskyky : varautuminen kuntamurroksessa 2009-2015 : arvoketjun turvaaminen operointistrategian toteuttamisella

Abstract

Tutkimuksen aiheena on strategian toteuttaminen varautumalla äkillisiin tilanteisiin. Tämä tapahtuu toteuttamalla operointistrategian avulla kuntastrategiasta johdetut strategiset valinnat. Onnistunut operointistrategian toteuttaminen parantaa kunnan elinvoimaisuutta ja mahdollistaa yhteisen suorituskyvyn avulla kestävän kilpailuedun ylläpitämisen. On tärkeää tunnistaa verkottuneen arvojärjestelmän toimijoiden toiminnan painopisteet ja dynaamiset kyvykkyydet arvoketjun turvaamiseksi myös poikkeusoloissa. Tutkimus perustuu toimintatutkimukseen, jossa käytetään monimenetelmäisyyttä. Tutkimusaika on 2009−2015 Seinäjoen, Nurmon ja Ylistaron kuntaliitoksen jälkeen. Tutkimus rajoittuu kuntaorganisaation keskijohtoon ja kiinteistönpidon tulosyksikköön. Kohdeorganisaation varautumisen kohteena on arvoketjun turvaaminen. Kilpailuedun ylläpitäminen alkaa tilanneku-vasta ja kehitystoimet perustuvat resurssilähtöiseen näkökulmaan, RBV-teoriaan. Tutkimuksessa käytetään empiirisesti tasapainotetut kriittiset tekijät (BCFI) tunnis-tamismenetelmää kohdeorganisaation johtamiseen. Tämä tapahtuu hyödyntämällä strategista analyysiä. Tutkimusmenetelmänä ovat muun muassa tapaustutkimus ja kaksivaiheinen kyselytutkimus, jossa yhdistyvät analyyttiseen hierarkiaprosessiin pohjautuva lomake ja kaksi Sense & Respond -menetelmään pohjautuvaa lomaket-ta. Tutkimuksen tieteellinen kontribuutio kohdistuu strategian toteuttamiseen. Käytännön kontribuutiona ovat hybridijohtamisen malli ja varautumisen prosessi. Tutkimuksen ratkaisukonstruktio ja tulokset arvioitiin heikolla markkinatestillä, mitkä vahvistettiin.

The subject of the study is to implement the strategy by preparing to sudden incidents. This is done by implementing strategic choices derived from municipal strategy for operations strategy. Successful implementation of the operations strategy to improve the vitality of the municipality and allows for the maintenance of joint performance through sustainable co-opetitive advantage. It is important to recognize the operations priorities and dynamic capabilities of the networked value systems in order to secure the value chains vulnerability even in exceptional circumstances. The study is based on action research, with the use of mixed methods. The study period is 2009‒2015, after the municipal merger of the Seinäjoki City and the Municipalities of Nurmo and Ylistaro. The study is limited to the mu-nicipal organization middle management and the Facility services unit. The aim of the target organization’s preparedness is to secure the value chain. Maintaining co-opetitive advantage begins to reflect the situation awareness and development activities are based on the Resource-based view, the RBV-theory. The study utilized the empirically balanced critical factors (BCFI) method for identification of the man-agement of the target organization. This is done by strategic analysis. The research method include a case study and a two-stage survey, which combines, based on analytical hierarchy process, form and two Sense & Respond method, based on the form. The scientific contribution is in the implementation of the strategy. The practical contribution of this study is the Hybrid Management Model, and preparedness process. The solution model and its results are estimated by the Weak market test, which was confirmed.
