Vastuullinen julkinen johtaminen : Hallinto-oppien kommunikatiivinen arviointi

Abstract

Väitöskirjatutkimuksen teoreettinen viitekehys perustuu Jürgen Habermasin työhön kommunikatiivisesta toimintateoriasta, prosessuaalisesta demokratiasta ja diskurssieettisistä periaatteista, jotka toimivat arviointikriteeristönä julkisen hallinnon toimintanormeille kommunikatiivisesti rationaalisella tavalla. Tutkimus perustuu teoriasidonnaiseen sisällönanalyysiin ja perinteiseen kirjallisuustutkimukseen.

Tutkimus perustuu kahteen tutkimuskysymykseen. (1) Miten vastuullinen julkinen johtaminen on otettu huomioon kolmessa hallinto-opissa, byrokratiateoriassa, New Public Managementissa ja New Public Governancessa? (2) Miten hallinto-opeissa korostuvia vastuullisuuden lajeja voidaan arvioida käyttäen Habermasin kommunikatiiviseen tapaan ymmärrettyä vastuullisuutta lähtökohtana?

Hallinto-oppien ristiriitaisetkin vastuullisuuden lajit monimutkaistavat vastuullisuuden ymmärtämistä, mittaamista ja arviointia. Byrokratiateoriassa toimitaan vastuullisesti muodollisten tehtävien ja sääntöjenmukaisuuden kautta. NPM siirtää vastuullisuutta autonomisten johtajien tulosvastuullisuuden, sopimusten hallinnan ja ulkoistamisen suuntaan. NPG laajentaa vastuullisuutta entisestään verkostojen hallinnan ja metahallinnan tasoille. Kommunikatiivisesti tarkasteltuna hallinto-oppien vastuullisuutta rajoittavat useat eri tekijät. Esimerkiksi kommunikatiivista avoimuuden periaatetta heikentävät byrokratiateorian hierarkkisuus, NPM:n strateginen toiminta ja NPG:n yhteistyön kontekstisidonnaisuus verkostoissa.

The theoretical framework of the thesis is based on the work of Jürgen Habermas on communicative action theory, procedural democracy and discourse principles, which serve as evaluation criteria for the norms of public administration in a communicatively rational way. The research is based on abductive reasoning and traditional literature research.

The research is based on two research questions. (1) How has responsible public management been taken into account in the three doctrines of public administration, bureaucracy theory, New Public Management, and New Public Governance? (2) How can these forms of responsibility found in the doctrines be assessed in terms of understanding responsibility through communicative action by Habermas?

The various forms of responsibility in the PA doctrines complicate the understanding, measurement and evaluation of responsibility. In bureaucracy theory, one acts responsibly through formal tasks and compliance. NPM shifts responsibility towards the topics of managerial autonomy, responsibility in terms of economical effectiveness, contract management, and outsourcing. NPG further extends accountability to the levels of network management and meta-management. Communicatively, the responsibility forms of the PA doctrines is limited by several different factors. For example, the communicative principle of openness is weakened in bureaucracy theory by hierarchical structures, in NPM by strategic action, and in NPG by the contextual nature of network cooperation.
