This chapter focuses on conflicts in social policy implementation aimed at enhancing youth's mental health in education and workplaces. We argue that addressing conflicts increases systemic understanding of social policy implementation. Two projects in Finland and Norway are utilized as examples where conflicts reveal the need to recognize the multiplicity of actors, foreground the phenomenon and shared goals, and foster the engagement of actors. Lastly, the implications these
have on social policy implementation are discussed.
